After chatting with support they mentioned you need an active membership to claim CPEs.  If you are still waiting for an endorsement you can not claim CPEs and this can be related to that.

I see, thank you for sharing that. Hope they can fixed it by redirect to a page to tell you that rather than a error message like a broken page 🙂
