Yes I have. They finally sent some instructions, but I tried them and still the issue is not resolved.

I am facing similar issue.
I purchased CISSP exam and paid the fees successfully.
However I am unable to schedule exam and it consistently giving the error "No Contact record found". Additionally, when trying to fill the form displayed on that error page, drops downs not working for any of the fields. I tried various devices, different browsers and different networks and same result.
I have to book the exam asap and requesting your urgent help.
