Seems similar to the problem reported way back in the beginning of the year.

The issue occurred last week for a few days, worked for a day or two, then came back. You enter creds, it dumps you back to sign-in. If you enter an incorrect password it will actually say incorrect password.
Obviously you can sign in to the Community, so the workaround before was to sign in here and then open the main portal in another tab and when clicking sign in there the single sign-on functionality would log you in. (Or vice versa in terms of logging in to the main portal first and using single sign-on to login to the Community.)
I had an issue the other day where I couldn't login to the main portal or here on the Community, but that had different symptoms where I was getting a 404 page not found error when clicking sign in. This issue only lasted for an hour or so.
Other people have been reporting issues with the CPE portal throwing up spurious errors, and it seems the Security and Risk Management CISSP domain has been erroneously removed from the CPE portal too.
I wonder if ISC2 have started to make the changes they said they would to fix the CPE portal and are now breaking other things?
Yea, unfortunately that doesn't work. It's very annoying because the email system has been broken for several months. My endorser never received any emails indicating that they had anything pending. I had to walk them through where to go to do it. I never received any email that my results were accepted. I don't expect to get an email when everything is done and I can finally pay my AMF either. Lots of CPE submission complaints, etc.
Able to login again as of 10:40 AM EST
Another trick is to first login to https://isc2org.okta.com using a second window. This is the federation provider that (ISC)² uses. When you login via this page, it uses the Okta interface, instead of the (ISC)² UI, which may prevent you from tripping on various bugs.
It is broken again as of this morning. Used the previous trick to get in fine.
