Question regarding endorsement process for CISSP exam

The ISC2 Endorsement Review Policy Section 4.1.1 on the below website says the following among other things:

"....CISSP concentrations do not require an endorser....."

 

Can someone please help me understand what this means?

 

For exactly what situations etc would an endorsement or endorser NOT be required/necessary and hence you can get the ISC2 Certification designation for the exam (e.g. CISSP exam) as long as you passed the exam. Thanks.

I believe that there is some confusion.

 

One cannot attain the CISSP without an endorser.  There is no way around this.

 

The line "CISSP concentrations do not require an endorser." refers to the ISSMP, ISSAP and ISSEP.  All these are called concentrations and one must be a CISSP to attain them.

 

@AndreaMoore Could you feed back to the correct folk that the grammar here may be misleading.
