Due to our recent systems upgrade, there are lingering technical issues that we are working to resolve. I believe what you are experiencing is caused by these lingering issues.
I see you have a case with us about the error you received. The case is now in the Exam Administration queue. Please know we work cases in the order in which they are received. You will be hearing from one of our Coordinators within one to three days.
If you have created more than one ISC2 account, please let the Exam Administration Coordinator know all of your ISC2 accounts, as these will have to be merged.

I just paid and encountered the same problem.
I reported this issue to customer service at https://my.isc2.org/s/Contact-Us.
but no emails received yet.
