Reflecting on a report from the UK's GCHQ from a few years ago, the emphasis on the type of threat was quite different to New Zealand. As has been shown this year New Zealand's key threat in the last Government report a few years ago was a loss of tourism. Uk's was terrorism and civil unrest.
This report suggests there are some, but it seems skewed because the report writers are trying to sell us something.
Cyber-security firms -- chasing large enterprise customers and government contracts -- primarily focus on investigating cybercrime, economic espionage, and critical infrastructure sabotage, but ignore threats to individuals, minorities, or the civil society as a whole.
