Unfortunately in the US, this information is covered by the Driver's Privacy Protection Act (DDPA - circa 1994) in which it states:
Personal information may be obtained from motor vehicle departments for:
- Legitimate government agency functions
- Insurance purposes
- Use by licensed investigators or security services
This is only a partial list of what the law covers, so looks like it is Kosher, maybe......
