It's hard to see who would be liable for violating privacy on a public permissionless blockchain solution.

Most identity proposals emerging for blockchain store identity information of chain. Again the identity owner retains the link.

Exactly Robert.  That's the question.  If they *do* store covreed info in the public block chain, it runs smack into the GDPR requirement for "right of erasure."  I agre the solution *is* to store such info off block chain.
