Not getting the CPE from Bright Talk is a common occurrence for me too. I file the CPE myself and email myself a screenshot from the end of the briefing in case I am audited.
Since the auto-submit occasionally works, I do check the few most recent entries for duplicates whenever I manually add a CPE. They can be deleted from the reporting web site without difficulty.
I have long suspected I cause the issue by directly logging into bright talk instead of "through" ISC2. It just seems to work better if I do it that way.
