I'm a new CISSP and when I look at my CPE timeline, it says that the CPE cycle starts Feb of this year (10 days from now).
I'm getting ready to start some training which would qualify for CPE. However, I would probably finish the training prior to February. Would this make it ineligible for CPE? If so, should I just wait until February to take the training so that it counts towards my CPE?

Correct, CPEs can only be earned within your 3-year cycle. The key date for learning activities is the date you complete them. As long as that date is within the 3-year cycle they can be counted.

Given that, I'll slow my progress so that I finish February 1st so it counts.

Your cycle for your ISC2 certs starts the first day of the next month.
So if you are told in January that you have received your certification, the CPE cycle doesn't start until the first of February.
