Nope, CPEs can only be earned within the dates of your 3-year certification cycle. Your cycle will typically start the first day of the month after you become certified (i.e. endorsement application approved and your first AMF is paid).
e.g. If your endorsement application is approved on the 1st November and you also pay your first AMF on that date, your cycle will start on the 1st December. Any CPE activities undertaken prior to then would not be eligible for submission.
