I don't believe so.

ISC2 ended paper-based exams some years back.  I suspect they don't have the means to even process a paper-based exam.  Keep in mind that paper-based exams would need to be proctored by someone, and I'm not sure if the exam groups are setup to proctor paper-based exams, plus grading is by way of a scantron-type method.  No grading by hand.

ISACA, I think, was one of the last orgs still doing paper-based exams, and they stopped a couple of years ago.  They would have organized testing done at specific locations 3 times a year, and you filled out a scantron form, which was then processed to determine the scoring.

All of our exams are computer-based tests. The CISSP in English is also a computer-adaptive test.
