Okay so first and foremost, Amateur Radio is volunteer only.
Now that we got that out of the way, I was wondering if I could apply time spent with Amateur Radio Emergency Service as CPEs. I train in emergency response with my local ARES group. I perform CPEs every few years, taking FEMA courses.
These likely would not apply to CCSP but may apply to my CISSP. Thoughts?

ARES is for Emergency Communications, I think you're confusing it with broadcast radio (aka music/sports/talk).
