Apple doesn't want to play with this because their iMessage platform is way more robust. Android is still a mess and Google is trying to integrate RCS with it. Still not enough unified public demand to move these giants into a decent playing field.
However, unlike iMessage, Signal, and WhatsApp, RCS-based messages are not end-to-end encrypted. Just another protocol to burp up information.
