Being an economic refugee from my home state of Michigan, moved to Chicago back in the mid-1990s I can this is only par for the course. Perhaps a bit below even par but definitely how the city operates. You'll probably find someone connected to someone else who is part of the local political system running security for the CPS and be told its OK. Now just move along, nothing to see here.
