Failed 2nd attempt. Days until retake?

I took the exam over a year ago and failed. Retook it the other day and failed. When can I retake it? It says 90 days after 2nd attempt, but my last try was over a year ago so does it reset itself to 30 for the new year. Looking for a reputable source.
