Will the refreshed CCSP exam be CAT like the CISSP exam is now?
Nope - there would have been all manner of chatter about this if it was the case!
Check the exam outlines for the CISSP in English and the new CCSP and you'll see the CISSP explicitly states it's a CAT version. This would also be the case if the new CCSP was a CAT version too.
Confirmed! The CCSP exam will not be changing to CAT at this time. The changes are to the domain names and weights. Both exam outlines are available online for comparison right now. Come Thursday, only the new one will be available.
Here are the links, though -

However, please keep in mind that the test time has changed. Instead of having 4 hours to complete the exam, you will now have 3 hours.

Wow. I've never seen the test taking time reduced. I wonder what prompted that?
https://www.isc2.org/Certifications/CCSP/Domain-Refresh-FAQ
Q: Why is the time allowed to take the exam being reduced?
A: Timing analysis was conducted on other (ISC)² exams with the same test length and an allocated test time of 3 hours. The decision to shorten the test time for the CCSP exam was made to standardize test time across all (ISC)² exams. (ISC)² provides reasonable and appropriate accommodations for people who have demonstrated a need for test accommodations. If you wish to request an accommodation, you need to complete a request form and return it to (ISC)² prior to registering for your exam to membersupport@isc2.org
Test accommodations are individualized and considered on a case-by-case basis. Once an accommodation is approved by (ISC)², we’ll send it to Pearson VUE Accommodations. Please allow two to three business days for Pearson VUE to get this information. Then, call Pearson VUE at 800-466-0450, to schedule your exam. Please do not schedule through Pearson VUE’s website or through their main registration phone line. Be sure to contact (ISC)² first.
Please note, the purpose of test accommodations is to provide examinees with full access to the test. However, accommodations are not a guarantee of improved performance or test completion.

So it seems it was announced overnight, that later this year the CCSP (and the SSCP) will move to being a CAT-based exam. CCSP domain refresh is coming August 1st, but seems it's not yet concrete when/if the CAT-based exam comes in.
See yesterday's Quarterly CEO update here: (14:15 min mark)

Hello @Narsil!
Just to clarify the statements from yesterday's webinar: CCSP and SSCP are going to move to the Computerized Adaptive Format (CAT) but we don't have a date determined for that yet. There is still some more work to be done before we're ready to offer CCSP and SSCP in CAT. But we'll certainly be sharing the timeline publicly when that is ready!
On August 1, several changes will be made to the CCSP exam. We are excited to share that the CCSP exam will be available in four more languages.
In addition, 25 more pre-test (unscored) test items will be added. An extra hour will be provided for test takers to have sufficient time to answer all items. The maximum allowed time will be four hours, an increase from three hours. Candidates can still finish the exam earlier if they prefer.
As a reminder, CCSP Exam Content will also be refreshed (as previously announced) on August 1st.
Find out what the exam content changes look like by reading more on the blog: https://blog.isc2.org/isc2_blog/2022/05/ccsp-exam-many-changes-on-the-way.html.
If you prefer, you can move your exam date earlier prior to the August 1st changes. Find more information about that and where to direct your questions on the blog as well.
