Where did the CPE portal go?

I see a ton of complaints and asks for help testing the CPE portal but since the site redesign I can't even find a menu option to enter in my CPEs.  You have a sticky at the top yet fail to provide a link and there is no link in the ask for help with testing.  Please link or fix the CPE portal.

Been there for as long as I can remember.  Also, the "new portal" is about a year old.  At this point, any problems you find ought to be filed as a "bug report", not "testing".
