One does not earn CPEs for taking any exam.
The trick to understanding this is that the "E" in CPE stands for "Education" -- that is, engaging in activities that increase the knowledge that you possess. Taking an exam is an exercise in demonstrating knowledge that you already possess (or at least should 😄). Since there is no "learning" going on, no CPE. That said, you may be able to claim credit for the studies leading up to your exam -- which counts even if you were to fail. Details are in the the handbook.
Rollover conditions are explained in the handbook.
Also, keep in mind that "some random community member said" will not hep you survive an audit. Much better is to read the handbook yourself and apply your own professional judgement. If you are having troubles finding the handbook, a link can always be found on cpe.isc2.org -- the location where you submit your CPEs.
