For unique projects, the Handbook reads: "Maximum number of CPE credits per entry may not exceed 10."
1. Does this mean no more than 10 units for one unique project for any one year of the three year cycle or for the entire three year cycle?
2. Can you have, for example, 2 unique projects for 20 units of credit for one year of the three year cycle?

As per the CPE handbook you've just quoted yourself, there are no stipulations around the number of unique work experiences for which you can submit CPEs.
Pay attention to the handbook's definition of a unique work experience:
"The unique project, assignment, activity or exercise must fall outside your normal (or day-to-day) job
responsibilities or job description."
Also, pay attention to the key word "unique" which means one of a kind. If you're submitting CPEs for performing the same "unique" work experience more than once, surely it's no longer unique?
Abide by the above and your submissions should stand up if you are ever audited - well that's my take on it anyway...
