You can take the CISSP exam at any time. There is nothing stopping anyone paying and scheduling the exam.
Thing is, if you DON'T have the required experience, you won't get the certification and will need to take the "Associate of ISC2" designation until you do. And there is a time limitation on this.
With ISC2 certs, you provide the experience proof AFTER taking the exams, not before. This is true with many other orgs.
