Endorsement for CISSP concentration

I know that it is required to have (ISC)² certified professional as endorser who:
Is able to attest to my professional experience
Is an active (ISC)² credential holder in good standing

Can an endorser endorse a candidate for CISSP concentration if the endorser is a CISSP holder only?
