Double charge for AMF

My CISSP approval email arrived on 4 Apr and I proceeded to pay my AMF, but there was a long delay and it didn't seem like the payment went through. So the next morning I tried again and this time I received the successful transaction message.

Problem is that my credit card company charged me twice for the AMF. I contacted Member Services twice since 23 Apr but haven't received any response. Can I seek a refund for the transaction that did no go through?
