The easiest way I know to have a clean workstation, always configured to the enterprise standard, every time it is opened is to set up virtual desktops using Citrix Server with Citrix Receiver on each physical end-user computer. The system administrator can lock down the desktop image to prevent non-privileged users from making any configuration or application changes.
My former employer had the average user set to use the standard image each time, but allowed selected users to have permanently assigned desktop images that they could customize (within limits).
