The US has increasingly stepped up its desire to get to data after 9/11. The sluggishness by the U.S. to adopt Privacy Shield, which the SafeHarbor Act was the predecessor, I think coincides with our mentality.

If the EU had been terrorized the same as the U.S. on 9/11 would their perspective be different now? In light of the string of terrorist attacks in Europe constantly going on should their perspective change?
We should have some privacy but if you have perpetrated a terrorist event I think you also abdicated your rights to that privacy.
