Quiz for old issues of Infosecurity Magazine

Old issues of infosec mag are available but the link to the quiz is not. There is a note asking to add the CPE manually. CPE handbook mentions that quiz is necessary to claim CPE.

Another question was: can I write a summary of 250 words on the magazine and claim 5 CPEs - or is this reserved for magazines except the InfoSec mag?

I believe when they moved from BlueSky platform, where there was a huge archive of old editions and the associated quizzes, they started to only offer the previous 12 months' worth of archived editions / quizzes, so I think you're out of luck with that particular edition now.

In response to your query about writing a 250 word summary instead, if you feel you can justify it if you were audited, then go for it!
