MOU with Tokyo Metropolitan Police

I am trying to find the text of the Memorandum of Understanding signed with the Tokyo Metropolitan Police Department and ISC2 last year. I can only find Press Releases from ISC2 itself and I am coming up with zilch when looking on the TMPD website in Japanese. Is it publicly available?  Either English or Japanese is OK.
