About a month back I thought I saw some info on the ISC2 site about volunteering to be an exam proctor. Has this been removed? Changed because of the new test format?
I am not sure about proctor - but there was definitely an initiative for volunteers to help in crafting an exam questionnaire version - if this is what you refer to - there was a separate email with instructions and contact details. I am not sure about the proctoring part - maybe it was a part of this or completely different thing?
I've seen the crafting of exams. At one time, one could proctor an exam, earn 8 CPE's. It would make sense to remove it and update it since the new exam is 3 hours or less.
Maybe I'm wrong, but I just took my exam on Sept 30th, 2017 and they had to wait until the two proctors or CISSP volunteers arrived to monitor us while we took the exam. If we needed to get up they would escort us, lock the PC, etc... When done escort us back to the PC, log us back in, etc.. They were there for the day wile the exam was being administered.
Im interested in this as well and the same thing was noticed during my CISSP exam (Oct 2017). Proctors earned 8 CPE's. Anyone have more details?

You are correct. We previously had the option for (ISC)² members to proctor(8)/supervise(16) the paper-based examinations to earn CPEs. When the exam format switched to computer-based testing, we did still offer proctoring opportunities for the few mobile CBT exams that were being offered. As of recently, we are no longer offering the mobile CBT exams; all exams have to be administered at an approved Pearson VUE location. This also means that we are no longer offering proctoring opportunities.
