I suggest they miss the point all together, security is about people, process and technology, and it is the responsibility of each and every individual within an organisation. Overall the CEO has full responsibility for the financial viability (i.e. they can be prosecuted and loose their ability to manage organisations) and resilience of the entire organisation, by applying Governance, Risk and Compliance processes to reduce the impact of expected disruptions to the entire business. Identity, and Malware attributable to humans and other automatic systems, is only a small part of the whole.
They need to look at it, in a similar way to how the human body works.
