Are your security cameras made in China? If so, do they have a backdoor to send data back to China? You may not know the answer to either question. In fact, like many U.S> government agencies, you may not be able to find out the answers.
Last year the annual law law giving money to the Defense Department included requirements to stop buying specific security cameras from China, and to get rid of those already in use. It seems that the affected departments may not be able to find them all, due to the complexities of Chinese company ownership, multi-level licensing, etc.
