It's just that I have been researching malware and these types of tools for over three decades, now, and nobody has been able to control them since day one. Can't be done. OK, you can try to put restrictions on a company like NSO Group (and good luck with that), but the teenage-ninja-wannabes in their basements are still going to be producing and spreading all kinds of garbage.
(Oh, and good luck legislating the difference between remote support tools and RATs [remote access trojans].)
If hacking tools and RATS are outlawed, only Hackers and Rats will have them!
