The system is down. Location changed during checkout.

Hello, 

 

I have been trying to register for an exam, and I keep getting the following message ....

 

REASONS FOR THIS ERROR

- The system is down.

- Location changed during checkout.

 

A quick check says the system is not down. I have not changed my location. I have also removed items from my cart, logged out, cleared cache, and tried different browsers. Any help would be appreciated.
