CISSP - Query on offering and exam prep

Hi All - I am new to this space and looking at taking CISSP certification. I have few questions which may sound lame, yet, your feedback will be much appreciated.

 

a. Is $825 fees comprise of learning materials or should I be buying Professional Official Study Guide Ninth Edition separately. 

b. Is the Training mandatory?

Training is not mandatory , you can buy the book and study.
