ICS Cybersecurity Technical Lead - Bureau of Reclamation - Denver, CO

Bureau of Reclamation is looking for a cybersecurity specialist to lead the ICS Security Operations Technical Team. The position is located in Denver, CO. Relocation expenses will be paid by Reclamation. Due to the COVID-19 pandemic, the selectee will be authorized to work remotely with plans to relocate to Denver at a later, safer time. Responsibilities

The primary duties of this position are:

  • Architect and implement technical solutions to solve complex cybersecurity problems for Information Technology (IT) components in Industrial Control System (ICS).
  • Analyze and interpret National Institutes of Science and Technology (NIST) security controls, develop technical implementation guidance, and provide training and assistance to ICS system and security personnel.
  • Lead distributed technical teams to develop and implement ICS Continuous Diagnostics & Mitigation (CDM) solutions.
  • Lead cybersecurity standardization activities for bureau ICS systems.
  • Develop and mature ICS Security Operations Center (SOC), identify anomalous behavior, perform data analysis, and lead incident response activities.
  • Perform ICS technical assessments to validate compliance with cybersecurity requirements.

Qualifications

BASIC REQUIREMENT: To be eligible for the position, you must meet the Basic Requirement for the position of IT Specialist. Individuals must have IT-related experience demonstrating each of the four competencies listed below.

  • Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  • Customer Service - Works with clients and customers to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available cybersecurity products and services; is committed to providing quality products and services.
  • Oral Communication - Expresses information to individuals or groups effectively, taking into account the audience and nature of the information; makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

SPECIALIZED EXPERIENCE: In addition to the basic requirement, in order to be rated as qualified for this position, the HR Office must be able to determine that the applicant meets the specialized experience requirement. This information must be clearly supported in the resume. To qualify, applicants must possess one year of specialized experience equivalent to at least the GS-13 in Federal service. Applicants must have 3 or more of the following specialized experience:

  1. Experience applying technical security controls in Industrial Control Systems (ICS) or isolated environments.
  2. Experience configuring and securing ICS technologies such as HMIs, PLCs, RTUs, and specialized software.
  3. Experience designing secure system and network architectures.
  4. Experience performing technical assessments of information systems to validate compliance with cybersecurity requirements.
  5. Experience leading long-term projects with interdisciplinary project teams.
  6. Advanced or expert level system administration experience in any of the following: Windows OS, Linux/Unix OS, Active Directory, Cisco networks, Palo Alto networks.
  7. Experience automating continuous monitoring activities using custom solutions.
  8. Experience writing code or scripts to automate system activities.
