But when I fill up the information and press the Proceed button. It's no response for forward.🤔
I am confused that do I download the BRIGHTALK software in advance?
Who could I help me figure it out?

Depends how recently you became a member. I have heard that there have been some delays for folks accessing information.
Suggest that you reach out to Customer Support
I have encountered the same problem, QQ mailbox seems to be a blacklist, please try to use another mailbox.
I had the same issue today and then got an email later saying they missed me at the webinar even though I was able to register a third time and watched it live. They need to fix this issue.
