NO. The endorser must hold a certification from (ISC)2.

Yes it does, but I'd taken that as read, given the endorser needs to be CISSP in good standing.

Doesn't need to be a CISSP - any member holding any ISC2 certification can provide an endorsement for any ISC2 certification.
