organic cloud account growth vs governance

Dear fellow colleagues,

I was wondering how you do multi-account governance for cloud accounts.

Imagine this scenario :

you discover that within the organization there are 18 seperate accounts for Amazon AWS, 8 for Azure and 2 for google cloud.

I would like one master jedi account to oversee the whole thing, budget as well as security audit wise with alert and notification possibility.

I invited bitglass to come and discuss this but it seems that part of their software is in development and not released yet. More info would follow end of 2018. But I just can't wait that long.

I have yet to try "AWS organizations" but I don't think it will cover the whole security audit thing of s3 buckets, billing and of course not Azure.
