I fail to see how the pandemic is responsible for any of what's laid out in the OIG Report: IG-21-019.pdf (oversight.gov)

This is clearly an organizational and leadership issue within NASA itself. I'd be ashamed if I was in Jeff Seaton's position. If you're going to have a hands off approach to context-based decision making at the Facility level, then Jeff needs to have clear structured processes in place with reporting and accountability built into them.
