It is going to H1-B holders isn't it,&nbsp; and&nbsp; I don't believe&nbsp; they are citizens. So they take US citizen taxpayer money and fund foreign worker education with it. Why don't they take that money and fund American citizens with that&nbsp; training instead. How does that help US citizens ?
