Coming to a country you live in are new monitoring techniques to make sure you aren't a threat. Not only does the Kazakhstan government monitor it's citizens but they break Internet rules to accomplish AND tee themselves up for hacks during the process.

Time to renew your personal VPN contract. Mine is paid up for 10 years! I'm typing to you from England today!

The government certificate can be obtained from http://qca.kz (unless you are researcher then don't click it! All citizens are required to install it from their ISPs. The certificate has been valid since February 1st but only began being enforced yesterday. Mozilla has already created a new bug report to categorically deny this new state-issued certificate. Just wait until other countries start doing this!

I wonder how many tricks the citizens will find to overcome this - trust chain - based on a root certificate held by the Government of the day - Yes a VPN would bypass this. Look at the CIA report on the country and the culture: https://www.cia.gov/library/publications/the-world-factbook/geos/kz.html

There is a lot of other supple ways to monitoring via state owned proxies and SSL/TLS gateways via their Telcos and interception laws or is this technique just done on the cheap to see if they can get away with it?

Who are they protecting the government or the citizens or both?
