I am not sure if it takes a few days for it to get me access but when I try to access any of the labs it throws that error. Thank you in advance.

Unrelated question: Since my renewal is from Feb 2020 - Jan 2023 does that mean any CPEs I earn from now until February can't be counted?

Correct.

If this were not your first "cycle", there is a provision to rollover some excess credits earned late in one cycle into the next cycle, but that only applies to renewals, not "first time customers".
