I'm looking for a good, online security awareness training program I can recommend to small businesses with less than 50 employees, often less than 25 employees. Online services I've found so far all cater to companies starting at 50 users. Small businesses often need to meet annual awareness training requirements in order to do business with regulated companies. I'm looking for a basic service program that can help small businesses meet this requirement through an online, on-demand training program/curriculum where cost is per user.

It may make sense to start with what's free on line as a first step to get an idea of the topics an awareness program may need to cover :

https://www.getsafeonline.org/business/

http://www.banksafeonline.org.uk/

https://www.cyberaware.gov.uk/

You can't cover everything in a single campaign or set of awareness materials, I'd suggest that you start small with a small range of topics e.g. clear desk/clear screen, reporting incidents, phishing/smishing, patching (updates), setting a strong password and expand it over time. The exact topics will depend on the risks to your business. Look also at delivering your message in a way that is a good cutural fit for a smaller organisation. Posters, a lunch and learn, Q&A sessions etc may be more suited than rolling out eLearning.
