There seem to have various occurrences when user credentials not properly propagating from place to place under the umbrella of ISC2 website, can't really pin-point exactly when/where it'll show up like pop-up asking for credentials, but definitely causing confusions and inaccessibilities to certain parts of the portal (ISC2 community mostly).

It appears that quite a few people have reported similar encounters on this board.
