topic Domain Breakdown was not issued after failing CISSP in Member Support

I recently failed my first CISSP attempt. I was not issued the domain breakdown in the result sheet. Instead it says "Because the examination terminated due to time constraints before the minimum set of items was answered, diagnostic information cannot be provide". However, exam terminated after 125th question. Why did that happen? Can there be instances when the system doesnt issue this diagnostic information?
