Retake opportunity problem

Sir I`m from Islamabad, Pakistan. I want to give the CISSP exam before 31 oct 2022 and avail the opportunity (free retake exam). but the problem is that in my city (exam test center, Islamabad), there is no exam appointment available in October 2022.
The appointment is available in November and December, if I book exam now, can I get this free retake exam opportunity ?

In their terminology, "administered" is the process of you going to the testing center and sitting in front of a computer for a few hours answering questions.
